The Transport Modelling Technical Documents don't fully follow each other, and there are discrepancies in objective definition for Stage 1 C for example.

1. The CBC web-site does not have the "Stage 1A Transport Modelling" document available for review. This document is referred to many times in the other Transport Modelling documents that are present on the CBC web-site. This should have been made available for review by the public during the consultation.

2. The objectives for each of the "Stages" referred to in these documents are not consistent throughout the documents, they seem to keep changing as the stages progress: e.g. In the document "Central Bedfordshire Local Plan Stage 1B Transport Modelling" in section 1.1.2 it refers to "Stage 1C" is to "to confirm the 'hot spots' identified in Stage 1b and their timescales, based on CBC's consolidated Local Plan growth assumptions". But in document with "Central Bedfordshire Local Plan Stage 1C & 1D" it says in section 1.2.5 that "Stage 1C" is for "development of a transport evidence base without mitigation". This is the case when comparing the definition of the other stages too within each of these documents.

3. It appears that the document covering "Stage 1C&D" doesn't actually build upon from "Stage 1B" (or "Stage 1A") at all, in fact it seems to be a completely fresh exercise using different source data for its proposed new housing, population and employment growth (ie compare "CBC Local Plan growth assumptions" in "Appendix Table 2" on page 6 of the "Central Bedfordshire Local Plan Stage 1C & 1D Transport Modelling Appendices (1/2)" with "Local Plan growth assumptions" in Table 3 on page 9 of "Central Bedfordshire Local Plan Stage 1B Transport Modelling" document). The "Stage 1C & 1D" document effectively just repeats the same assessment exercise as that of "Stage 1B" with different source data. It seems that the "Stage 1B" (and possibly "Stage 1A" which isn't available on the CBC consultation web-site) exercises are not being built upon and thus irrelevant now. "Stage 1A" exercise is referred to as being part of Regulation 18 compliance.

4. There is no mention in these Transport Modelling documents on the "duty to cooperate" with neighbouring councils (e.g. North Herts District Council, Stevenage District Council, Cambridgeshire Councils etc.) in relation to the impact that the proposed new housing and employment developments in Central Beds will have on their Transport Infrastructures. The volume of new dwellings proposed (including those already committed and in the baseline) far outstrips the new of new jobs in Central Bedfordshire. This will result in increased commuting from Central Bedfordshire to these neighbouring counties. The A1 southbound at Stevenage in the morning rush-hour is already heavily congested (likewise the northbound stretch of the A1 at Welwyn in the evening rush-hour), and additional housing in CBC Local Plan will make these conditions much worse. This hasn't been mentioned or taken into account in the Transport Modelling cases.

METHODOLOGY - need to understand the impact of the Local Plan development aspirations upon the A421 junctions located within BB.Proposed mitigation scheme options should be reviewed and revised soon to ensure the proposed options are consistent with wider transport strategies for Central Bedfordshire, master planning for large strategic developments and potential schemes on Highways England's network.
