12.2.3 This needs to be much stronger. There are serious issues with water supply and overabstraction in this area. It should be much stronger in Zero carbon.
There needs to be a much stronger section on onshore wind generation so that there can be a direct wire from a wind turbine/s to an estate. There are significant constraints in grid capacity. Offsite generation is really important and should fit in with the landscape. Heat pumps working as system joined together to provide heat for a while estate as is being trialed in Chamberlains barn in Leighton Buzzard are very effective.

I really support the section on passivhaus and climate resilience. My only addition is that creepers on buidlings and small shrubs need to play more of a role.
on air quality, areas that are not air quality zones can have still quite poor air quality at times of days. This needs to be addressed.

Chapter 12 and case studies should be at the start of the design guide and the golden thread of sustainablity and biodiversity and meeting carbon targets should run through the whole document. It is very confusing having this last and there is a huge amount of repetition in the document making it very long and inaccessible. Chapter 12 builds on some of the excellent work that officers in green infrastructure and sustainability are doing. There is not nearly enough on health benefits throughout and there is no metric for working out co benefits that could lead to accessing further funding
