There are many different terms used in relation to climate change in section 12.9: resilience, adaption and mitigating climate change impact. Can I suggest that you help separate and define them a little for readers? I feel here they all really mean the similar things, which is fine. Please don't use "mitigating climate change impacts" - while it is gramatically correct, 'climate mitigation' is the technical term for carbon emission reduciton, which is dealt with elsewhere. 'Adaption' should be replaced by 'Adaptation'
