Section 12.9.10. The first bullet point of this could be more clearly written. It doesn't separate pre/post 2025 sufficiently in the first sentence (one could read it that low carbon systems should only be priortised from 2025). I believe that the following would be clearer:
* Efficient heating/cooling systems and appliances - Low carbon heating systems, such as heat pumps, must be prioritised. From 2025, gas boilers will not be permitted in new properties.
