Fig 36. I can understand how this image can be considered to provide a connection between the old and new. However, this is right above the section on sustainability in the PDF. The glass roof on this image must leak heat, and so should not be used as a good example, esp in such close proximity to the sustainability section.

I support the inclusion of a section on sustainability as 5.27. However, I feel that it reads as being insufficiently positive. This design guide will be in place during the time when the vast majority of the heritage assets must be retrofit to meet the council’s net zero aims. I feel that you start with by providing that expectation, along with stating the net zero target. The current text allows developers to consider sustainability as an extra, albeit an encouraged one.

Why do you lead an image of parked cars with a building in the background? Given the council’s aims to encourage active travel and EV charging, why not provide a headline message that includes them.

There are many different terms used in relation to climate change in section 12.9: resilience, adaption and mitigating climate change impact. Can I suggest that you help separate and define them a little for readers? I feel here they all really mean the similar things, which is fine. Please don't use "mitigating climate change impacts" - while it is gramatically correct, 'climate mitigation' is the technical term for carbon emission reduciton, which is dealt with elsewhere. 'Adaption' should be replaced by 'Adaptation'

Section 12.9.2 refers to the councils "Climate Change Risk Assessment" from 2012. Is this a mistake and should it be pointing a newer publication? To put this in context, the climate projections this report uses have been superceded in the subsequent decade (by UKCP2018). There have been 2 further national CCRAs since this report.

Section 12.9.3 does not provide an example of "Climate Change Resilience Measures". Rather it provides an example of current flood relisience, without any climate change impacts included. I feel that the 2nd sentence should read:
"For example, the air bricks of a building can have removable covers and electric sockets can be elevated to minimise flood damage, despite the property just outside the flood risk area for today's climate."

Section 12.9.10. The first bullet point of this could be more clearly written. It doesn't separate pre/post 2025 sufficiently in the first sentence (one could read it that low carbon systems should only be priortised from 2025). I believe that the following would be clearer:
* Efficient heating/cooling systems and appliances - Low carbon heating systems, such as heat pumps, must be prioritised. From 2025, gas boilers will not be permitted in new properties.
