2. Key Evidence studies

2.1 Overview

2.1.1 A wide range of technical studies were used to inform the site selection process for housing sites and are referred to in this Technical Paper. These form the supporting evidence base that was submitted alongside the Local Plan in April 2018 and should be read alongside this Technical Paper. Table 1, below, summarises the purpose of each technical document and how they were used in the site selection process.

Level 1 Strategic Flood Risk Assessment

Was used to inform the Stage A Site Assessment process and identify any sites that needed further assessment.

Was used to inform the Stage B Site Assessment process and assessed both fluvial and surface water flood risk for all strategic sites that passed Stage A.

Was used to inform the Stage B Site Assessment process. Indicated the level of contribution each parcel of green belt made to the 5 purposes of green belt, as set out in the NPPF.

Used to demonstrate exceptional circumstances for those sites that are being released from the green belt.

Provided a high level assessment of options for growth in the Luton Housing Market Area (HMA) that informed the Growth Strategy and the distribution of sites across Central Bedfordshire.

CBC Duty to Cooperate Statement

Identifies how the outcomes of the Duty to Cooperate have influenced the Strategy up to the point of Submission. Includes the 'Luton HMA Growth Options Position Statement' that confirms the agreed distribution of growth and unmet need within the Luton HMA.

ED F01

Site Assessment Technical Document

Initial assessment of sites that came forward during the call for sites process, prior to the SHLAA. Identifies sites which are considered worthy of further assessment, and those which are not.
